A company with just one employee submitted a bid for a multimillion-dollar tender in the Mykolaiv region

Only one bidder submitted a proposal for the tender to renovate a high school cafeteria in the Mykolaiv region, valued at over 55 million. The company was registered in 2024, and prior to that, it had completed government contracts totaling only 2.2 million hryvnias.

The Center for Public Investigations looked into the background of the potential contractor.

In the Mykolaiv region, plans are underway to renovate the cafeteria of the Mishkovo-Pogorilivsky Regional Academic Lyceum “Ingulsky” for 55.43 million hryvnias. Only one company submitted a bid—Max-Nika Budmontazh LLC—which offered to perform the work for approximately 1.1 million hryvnias less than the estimated cost.

The contracting authority is the Department of Urban Planning, Architecture, Capital Construction, and Development Project Support of the Mykolaiv Regional State Administration. The reconstruction is scheduled to be completed by the end of 2027. The terms of the contract provide for an advance payment of up to 30% of the cost of the work, with the remainder to be paid upon completion.

According to the YouControl analytical system, Max-Nika Budmontazh LLC was registered in Mykolaiv in 2024. The company’s founder is Anton Kolbasyuk. The company’s primary NACE code is the construction of residential and non-residential buildings.

According to YouControl, the company began participating in government procurement in 2025. Based on the available data, the total value of contracts it has secured amounts to approximately 2.2 million hryvnias. At the same time, the expected value of the new contract exceeds this amount by more than 25 times.

As of September 24, a decision on the winning bidder had not yet been made.

The Center for Public Investigations reviewed the company’s previous government contracts, its financial indicators, KVED codes, personnel, and potential risks associated with executing such a large contract.

Also in the Mykolaiv region, additional repairs were commissioned for a 10-kilometer section of the Mykolaiv–Domanivka–Berizky road for over 102 million hryvnias. The work was awarded without a competitive bidding process to a company that had previously received over 200 million for repairs on the same section.
