In the Mykolaiv region, a company owned by a lawmaker was awarded a road construction contract worth 800 million

The Mykolaiv Oblast Local Roads Agency has selected the winner of the tender for the maintenance of local roads. The contract is worth over 800 million. 

This was reported by the Center for Public Investigations.

The private company “Mykolaivmagistral” was registered in 2021 with a statutory capital of 2,000 hryvnias. The company’s founders are Oksana and Serhiy Shulhach, who is currently a member of the Mykolaiv Regional Council. The company began receiving its largest government contracts after the start of the full-scale war.

Since 2022, it has signed contracts worth more than 1.9 billion hryvnias, and in 2025 alone, it won tenders worth over 923 million hryvnias, becoming one of the region’s largest road contractors.

At the same time, the deputy is linked to a number of other road construction companies. In particular, Mykolaivavtodor LLC received government contracts worth 444 million hryvnias between 2016 and 2018, but later accumulated 16 million hryvnias in tax debt, leading a court to freeze the company’s assets.

Another company—the private enterprise “Construction Firm ‘Mykolaivavtodor’”—signed contracts worth nearly 1.86 billion hryvnias and was implicated in a case involving the possible overstatement of the volume of roadwork completed in the Berezneguvatka district. After the work was paid for, community representatives informed law enforcement that part of the repairs had not actually been carried out. An investigation was also conducted into possible double payment for the same road. 

Last year, the private enterprise “Mykolaivmagistral” also won a contract worth over 900 million hryvnias for the maintenance of local roads in the Mykolaiv region, even though another company had offered to perform the work for 96 million less during the bidding process.

Thus, more than 800 million hryvnias for road maintenance in the Mykolaiv region is currently slated to go to a company that has secured one of the region’s largest road contracts for the second consecutive year. Over the course of its few years in operation, the company has secured government contracts totaling nearly 2 billion hryvnias, and companies linked to its co-founder have previously been implicated in criminal cases involving road construction projects.
