In the Kherson region, wage arrears have exceeded 2 million

The problem of unpaid wages in the Kherson region remains unresolved, despite the considerable time that has passed since they were accrued. Statistics show that the vast majority of these debts accumulated in previous years, and certain districts of the region have been hit the hardest.

This is evidenced by data from the Main Department of Statistics in the Kherson region.

As of June 1, 2026, total wage arrears in the Kherson region amounted to 2 million 383.2 thousand hryvnias. Of this amount, 2 million 273.9 thousand hryvnias, or 95.4%, consists of wages accrued in previous years.

The largest share of the debt was recorded in the Beryslav District—1 million 117.3 thousand hryvnias, which accounts for 46.9% of the region’s total arrears. Of this amount, 1 million 8 thousand hryvnias consists of overdue payments from previous years.

The Kakhovka District ranks second, with 945,800 hryvnias owed to employees. This entire amount consists of debt from previous years and accounts for 39.7% of the region’s total.

In the Kherson District, 320,1 thousand hryvnias remain unpaid, which equals 13.4% of the total arrears. As in the Kakhovka District, the entire debt accumulated in previous years. At the same time, official statistics did not record any wage arrears in the Henichesk and Skadovsk districts.

When analyzing the arrears by economic sector, the largest amount of unpaid wages was accumulated in agriculture, forestry, and fisheries—1 million 117.3 thousand hryvnias, or 46.9% of the total amount. Nearly 90% of this debt originated in previous years.

Health care and social assistance account for 731,7 thousand hryvnias (30.7% of the total debt), with the entire amount being overdue.

In the industrial sector, employees were owed 475,8 thousand hryvnias (20% of the total debt), with nearly the entire amount attributable to the manufacturing industry—472,1 thousand hryvnias. An additional 3,7 thousand hryvnias are owed in the water supply, sewerage, and waste management sectors, and 58,4 thousand hryvnias in the provision of other services.

In other sectors of the economy—including construction, trade, transportation, education, public administration, and the information sector—official statistics on wage arrears had not been recorded as of early June.

At the same time, in June, the Kherson City Council allocated over 102 million hryvnias for the operation of government bodies in 2026. The main expenditures will go toward salaries, as well as IT support, membership fees, and city council activities.
