In the Kherson region, an official is suspected of overpaying during the reconstruction of a destroyed village

The reconstruction of housing in the village of Posad-Pokrovske in the Kherson region, which has been liberated from occupation, has become the subject of a criminal investigation. Law enforcement officials believe that the state overpaid for the project due to inadequate technical oversight by an official during construction.

According to the investigation, Oleksandr Rusnak, deputy head of the Infrastructure Restoration and Development Service in the Kherson region, is charged with official negligence during the implementation of a project to rebuild private homes in Posad-Pokrovske. Investigators believe that his failure to properly perform his official duties resulted in losses to the state budget totaling more than 547,000 hryvnias.

The case file states that in November 2023, the Infrastructure Restoration and Development Service entered into a contract with Spets Bud Development LLC for the construction of private residential homes in the village. The contract was worth over 39 million hryvnias.

According to law enforcement officials, the official responsible for technical supervision signed acceptance certificates for work completed in April and November 2024 without properly verifying the actual scope of work performed. Expert examinations confirmed that both the volume of construction work and the quantity of materials used were overstated in the documents. The total amount of the alleged overpayment is 547,454 hryvnias, which, according to the investigation, was unjustifiably transferred to the contractor.

The court ruling concerns the construction of residential buildings on Pokrovska, Pryozernaya, Sadova, Khersonska, and Gagarina Streets. Investigators believe that false information was entered into a series of KB-2v work completion reports, in which both the scope of construction and the quantity of materials used were overstated.

On June 19, 2026, Oleksandr Rusnak was notified that he was suspected of official negligence resulting in serious consequences. The suspect did not admit guilt. During the court hearing, he stated that he had properly supervised the construction and requested that bail not be imposed on him.

The prosecution insisted on this specific preventive measure, but the court concluded that the need for bail had not been adequately substantiated. Instead, the court imposed a personal commitment on the official. He must appear when summoned by an investigator, prosecutor, or the court; may not leave his place of residence without permission; and must report any change of residence or employment.

In April, law enforcement uncovered an alleged embezzlement of public funds during the reconstruction of infrastructure projects in Posad-Pokrovskyi. The case involves the reconstruction of the water supply system, where overpricing of materials was documented, as well as incomplete execution of the planned work.
