In Odessa, the director of the municipal enterprise "SMEP" resigned from his position

Petro Stoyanov, director of the Odessa municipal enterprise “SMEP,” has resigned from his position. His dismissal came several months after he was sent to a pretrial detention center in connection with a case involving the possible overpricing of traffic light equipment.

The Center for Public Investigations has identified the criminal case that led to the dismissal.

Ihor Koval, acting mayor of Odessa, issued an order on August 10, 2026, dismissing Petro Stoyanov from his position as director of the municipal enterprise “Specialized Installation and Maintenance Unit” of the Odessa City Council.

According to the document, his employment ended on August 14 by mutual agreement in accordance with paragraph 1 of Article 36 of the Labor Code of Ukraine. The basis for this was a statement by the official himself. The accounting department was instructed to settle all financial matters with him in accordance with the law.

The criminal case concerns the procurement of uninterruptible power supplies for traffic lights. In June 2025, detectives from the Economic Security Bureau and employees of the prosecutor’s office conducted searches at the premises of the municipal enterprise “SMEP,” as well as at the officials’ residences.

Stoyanov himself stated in June 2025 that the allegations of price inflation during the procurement and installation of the equipment were untrue.

As reported by Intent, in February 2026, the Khadzhibey District Court of Odessa ordered the director of SMEP to be held in pretrial detention.

In June, law enforcement authorities completed the pretrial investigation. Seven suspects were charged, and an indictment against the organized group was filed with the court. 

At that time, Mayor Hennadiy Trukhanov had ordered Stoyanovto be appointed head of the municipal enterprise “SMEP” in the summer of 2024.
