In Odesa, there are plans to require drivers to compensate for the losses incurred by the city’s electric transit system due to blocked tram tracks. The city council is developing a corresponding action plan.
This was discussed at a meeting of the Odessa City Council’s standing committee on transportation and road infrastructure.
The new mechanism is intended to be applied in cases where tram service is halted due to traffic accidents or illegally parked cars. As a result, trams may be idle for long periods, causing the municipal utility to lose revenue.
Committee Chair Petro Obukhov explained that they plan to introduce a standardized procedure for such situations.
The tram driver must notify the dispatch center about the track blockage and call the police. After that, the start and end times of the delay will be recorded, and law enforcement will assist in identifying the driver of the vehicle.
Based on this information, the municipal utility will be able to determine the amount of damages and file a claim against the person at fault. If the driver refuses to compensate for the losses, the utility plans to recover the funds through the courts.
A separate procedure for calculating damages resulting from tram delays will be established.
To prevent drivers from blocking the tracks, parking bollards have been installed in Odesa in recent months in areas where such incidents occur most frequently. City officials expect this to help reduce the number of blockages.
