In Odessa, a 37-million-hryvnia contract was awarded to the sole bidder following a re-announcement

The administration of the Richelieu Lyceum in Odessa conducted a procurement process to select a contractor to be paid for the final construction work on the renovation of its cafeteria and kitchen.

The relevantinformation was published onthe Prozorro e-procurement system.

The procurement was conducted as an open tender with specific conditions, and the sole participant was the limited liability company "Aquilon Plus." If the contract is signed, the company will be required to complete the work by December 31, 2026, and will receive 37,145,100 hryvnias for the work. 

The procurement was held for the second time in June. It was originally scheduled for May but was automatically canceled due to a lack of bids. The estimatedcost of the procurement wasthe same as in the second round. 

For the same reason, the tender to select a contractor tocomplete the renovation of the schoolcafeteria and kitchen—for which 4,933,400 hryvnias were offered—did not take place. A repeat procurement for this lot has now been announced.

According to the YouControl service, the company "Aquilon Plus" was registered in 2005 in Odesa. As of December 31, 2025, its financial statements listed four employees. The owneris Gennadiy Kotsievsky. The publication "Nashi Hroshi"mentioned thecompany and its owner in 2015 among the donors to the “For the Good of Odesa” foundation, which funded advertising for the team of former GeorgianPresident Mikheil Saakashvili, who at the time headed the Odesa Regional State Administration. At that time, the publication also noted that Gennady Kotsievsky had previously run for the Odessa City Council as a candidate for the “Not Like That!” bloc.
