MP's firm in Odesa region received contracts worth 400 million

The state non-profit company Local Road Service has held two tenders to select a contractor to be paid for the operational maintenance of public roads of local importance.

According to the Center for Public Investigations, the relevant announcements were published in the Prozorro e-procurement system.

Both procurements were conducted in the format of open bidding with specific features and with the participation of one company - Eurodor Limited Liability Company. The first procurement concerns the Izmail district, and the second - the Bolhrad district.

In the first case, the company expects to receive UAH 204.5 million if the agreement is concluded, and in the second case - UAH 217.3 million. The company will have to complete the work by December 31, 2027.

According to the YouControl service, Eurodor LLC is owned by Gevorg Avetisyan, a deputy of the Izmail City Council. The company was registered in 2005. According to the YouControl analytical service, Eurodor LLC was registered in 2005 in Odesa with a registered capital of UAH 100 thousand. In 2025 alone, the company received government contracts totaling more than UAH 1 billion.

In January 2026, the Department of Housing and Communal Services in Odesa region summarized the results of a tender to select a contractor to rebuild a heavy truck parking lot in Izmail. The winner with a bid of UAH 20.97 million was the only participant, Eurodor Limited Liability Company.

The lack of competition in the bidding process has become a common occurrence for this company, as it is systemic. Recent examples include the UAH 111.8 million contract for road maintenance in the Bolhrad district last September, which Eurodor also received without competition from other bidders.
