In Odesa, the State Financial Inspection uncovered a tax fraud scheme involving the trade in power equipment

A company that imported solar panels, inverters, and batteries into Ukraine under a tax incentive may have concealed some of its equipment sales. This involves a possible underreporting of VAT totaling more than 100 million hryvnias.

According to the Center for Public Investigations, detectives from the Bureau of Economic Security (BEB) are investigating the activities of Kventors LLC. According to investigators, between February and April 2026, the company imported energy equipment using a tax exemption that exempts such goods from VAT and customs duties.

Specifically, the company imported over 7,300 inverters, 720 solar panels, nearly 10,900 batteries, and 278 battery management systems. The total invoice value of the equipment exceeded 588.8 million hryvnias.

According to the BEB, a significant portion of the imports may not have been reported in tax returns. Investigators believe that the equipment imported under the exemption may have been sold without reporting the corresponding transactions in VAT returns. As a result, according to investigators’ calculations, the budget may have lost 114.1 million hryvnias in tax revenue.

In addition, law enforcement officials noted the company’s lack of its own warehouse facilities, the absence of transportation costs for such a large volume of goods, and discrepancies between the declared inventory and import volumes.

Also, the company’s CEO will stand trial in Odesa on tax evasion charges. Investigators determined that the company imported products from abroad and sold them to Ukrainian firms during a period of widespread power outages. The goods included charging stations, rechargeable batteries, hybrid inverters, and electric scooters.
