In Odesa, 330 projects and initiatives with total funding of over 17 billion hryvnias have been planned for 2026–2027. However, only 18 of them were selected based on proposals from the public.
The Center for Public Investigations examined which projects were included in the budget and how much funding was allocated to them.
The Executive Committee of the Odesa City Council approved and submitted for consideration at a session a draft resolution to approve the Action Plan for 2026–2027 for the implementation of the Development Strategy of the Odesa City Territorial Community through 2027.
The document contains 330 projects and measures, broken down by implementing entities and implementation deadlines. The total funding requirement for the two-year period exceeds 17.3 billion hryvnias.
The City Council collected proposals from citizens and civil society organizations from March 10 to April 1. A total of 61 proposals were received, of which the working group selected 18. The remaining 312 projects were developed by the City Council’s executive bodies based on existing city programs and public investment plans.
Thus, the share of projects initiated by the public and included in the plan is less than 6%.
In terms of the number of projects, the largest share went to the goal “Odesa—a City That Develops Human Potential”—103 initiatives. Another 93 projects relate to the city’s institutional resilience, and 78 to a safe urban environment.
The situation is different when it comes to funding. The largest amount of funding—over 7 billion UAH—was allocated to a safe urban environment. Another 5.84 billion UAH was allocated to institutional resilience and 4.25 billion UAH to human potential development.
In contrast, approximately 176 million hryvnias were allocated for economic development, and only 6.8 million hryvnias for international cooperation.
A significant portion of the funds is allocated to the repair of heating networks, road infrastructure, tram infrastructure, apartment buildings, and healthcare facilities.
Also in Odesa, in the first half of 2026, 55 million of the planned 600 were spent on the city’s targeted housing development program. The largest portion of the funds is planned to be spent on major repairs to buildings and the modernization of elevators.
