The Odessa Investment Council has approved a 49-billion development plan

<span><span><span><span><span><span>The Investment Council of the Odesa Territorial Community made changes to the Unified Project Portfolio (UPP) of public investments for 2026 and approved the medium-term plan for priority public investments for 2027–2029.</span></span></span></span></span></span>

<span><span><span><span><span><span>This was reported by the Odesa City Council. </span></span></span></span></span></span>

<span><span><span><span><span><span>The updated UPP for the third quarter includes 750 projects and 3 public investment programs. The estimated volume of the community’s public investments for the three-year period is 49.25 billion hryvnias. </span></span></span></span></span></span>

The city council noted that when<span><span><span><span><span><span> implementing large-scale infrastructure projects and Sustainability Plans, priority is given to funding sources such as international aid and recovery programs.</span></span></span></span></span></span>

<span><span><span><span><span><span>Earlier, </span></span></span></span></span></span><span><span><span><span><span><span>the German energy </span></span></span></span></span></span>company Notus Energy and the U.S.-Ukrainian investment firm Horizon Capital signed an agreement to finance the construction of a wind farm in the Odesa region. 

Under the terms of the agreement, Catalyst Fund will acquire a 45% stake in the project and finance the corresponding portion of the share capital. Notus Energy will retain a controlling stake and will also provide the remaining equity financing, as well as be responsible for the construction of the facility and its subsequent operation.

The total project budget exceeds 220 million euros. The financing involves raising debt from international financial institutions, including the EBRD, IFC, Swedfund, BIO, and the Green for Growth Fund.
