The state program for affordable mortgage lending to Ukrainian citizens, eOselya, was launched in August 2022 and has so far benefited 277 people in Odesa Oblast.
This was announced by the Head of the Odesa Regional Military Administration Oleh Kiper.
The preferential rate is 3-7%, the loan term is up to 20 years. The minimum down payment is 20%. The Odesa regional administration will compensate for the preferential rate for certain categories of people. Our defenders, rescuers, law enforcement officers, and border guards can take out a loan and not pay interest. The banks participating in the program are: Oschadbank, PrivatBank, Ukrgasbank, Ukreximbank and Sensbank.
The cost of housing to be purchased by the military under the program should not exceed the average cost of housing construction in the regions of Ukraine, determined by the Ministry of Regional Development and multiplied by the relevant coefficient, which is 2.5 for Kyiv, Dnipro, Lviv, Odesa and Kharkiv.
For settlements located at a distance of up to 15 kilometers from regional centers; cities with a population of more than 300 thousand people, the coefficient is 2, and for cities with a population of 100 thousand to 300 thousand people, the coefficient is 1.75. For smaller settlements, the coefficient is 1. For example, if the cost of your housing in Odesa reaches UAH 15 thousand per square meter, the affordable cost of the loan, taking into account the coefficient, will be UAH 37.5 thousand.
The area of an apartment that can be purchased under the program is 52.5 square meters for one person and 21 square meters for each additional family member living with the person using the program. Housing in regional centers must be new or commissioned no more than 10 years ago.
In July, the monitoring service Opendatabot reported that Odesa region became the leader among the regions in terms of the number of loans issued under the program. Almost half of the preferential mortgages were issued in Kyiv and the region: 18% (2057 loans) and 27% (3010 loans), respectively. Lviv (641 loans), Odesa (541 loans), and Vinnytsia (524 loans) regions are also among the leaders.
Residents of Odesa region received over UAH 41 million in compensation for damaged property. In total, almost 3.3 thousand residential properties in the region have been registered in the Register of Damaged and Destroyed Property.
