Odesa Receives ₴358M State Subvention for Hospital Restorations

The Government has allocated a subvention to Odesa from the state budget as part of the programs to restore Ukraine in the amount of over UAH 358 million.

This was announced by Larysa Yanushkevich, Deputy Head of the Capital Construction Department, during a meeting of the Standing Committee on Territory Development Planning, Urban Design, Architecture and Cultural Heritage Protection.

According to her, among other things, the subvention will be used to repair two buildings of the infectious diseases hospital - Building H and Building M - and to restore the surgical pavilion of Odesa City Hospital No. 1. It is also planned to reconstruct maternity hospital No. 5. This is UAH 45 million 544.5 thousand for the H building, UAH 50 million for the M building, UAH 60 million for Hospital No. 1 and UAH 70 million for Maternity Hospital No. 5.

The official emphasized that co-financing from the city budget includes 20% of the value added tax, which is not paid by the Investment Bank, as well as the cost of design work, author's supervision, and currency conversion.

It is assumed that the session will make appropriate changes to the city budget to add the necessary funds to cover the 20% co-financing.

In January 2025, funds were allocated for the overhaul of the letter "I" building - 30 million and another 5 million for energy-saving technologies of the letter "B" building.

In September 2024, the Capital Construction Department of the Odesa City Council planned to enter into an agreement worth more than UAH 148 million with the AVIS consortium. The procurement concerns the repair and restoration of the interior finishing works of the Valikhovskoye building "M", which is part of the municipal institution "City Clinical Infectious Diseases Hospital". The procurement was conducted in the format of an open tender with special conditions, and the consortium was the only participant.

In August 2024, the sole bidder for the overhaul of the letter "H" building was Odeskolovpostach Repair and Construction Site LLC, which is to receive UAH 54 million 403.4 thousand. As emphasized at the meeting, 80% of the funds were allocated from the state budget as a subvention for the restoration.
