In Odesa, ex-head of DSA left in jail for helping with TCC

In Odesa, a former official of the district state administration was accused of taking a bribe for influencing TCC officials. The court extended his detention and set bail at over UAH 1.2 million.

This is evidenced by the decision of the Peresypskyi District Court of Odesa.

The man in question is a resident of Odesa region who previously held the position of head of the mobilization sector of the Belgorod-Dniester District State (Military) Administration. According to the case file, he was removed from office on August 11, 2023.

The investigation found that while working in this position, the man was well aware of the legislation in the field of military registration, the procedure for deregistering persons liable for military service, their reservation and search. He also had a wide range of contacts among officials.

According to law enforcement, no later than July 2025, the former official had an intention to enrich himself illegally. He allegedly decided to receive money from persons liable for military service for influencing TCC and JV officials to remove them from the wanted list.

In July, he met with a previously acquainted resident of the region, who informed him that his friend was wanted for failing to update his credentials with the TCC and JV. After that, according to the investigation, the ex-official demanded that he give him USD 4 thousand for influencing the decision to remove the wanted person from the wanted list.

In August, the first part of the bribe was handed over at the intersection of Bazarna and Starobazarnyi Square. The man received USD 3 thousand, as well as copies of the documents of the person liable for military service. After that, he said that he needed to give another 2 thousand dollars.

The ex-official received the second part of the money in October near his house on Marazliyivska Street. The amount was USD 2 thousand, which is equivalent to more than UAH 83 thousand. In total, according to law enforcement, he received UAH 207,530 between August and October 2025.

After receiving the money, the man was detained. He was charged with taking a bribe for influencing a decision by a person authorized to perform state or local government functions. The measure of restraint in the form of detention in the Odesa pre-trial detention center was extended until January 20, 2026, with the right to be released on bail in the amount of UAH 1.2 million. If bail is granted, the defendant will be subject to a number of obligations.

Also in Odesa, the court allowed investigators to access the documentation of the Pivdennyi port. The investigation is looking into possible fictitious reservations of employees for mobilization: according to the investigation, from September 9 to 15, the head of the port's mobilization and civil protection department entered false information on the state web portal regarding employee reservations.
