In Odesa, a breadwinner was chosen for the second month of school for students of the fourth district

On October 15, the Center for Financing and Economic Activities of Educational Institutions of the Prymorskyi District of Odesa held a tender to select a company to provide catering services to students.

The information was published in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The only bidder and winner of the tender was Fabrika Smaku, a limited liability company. After signing the agreement, the company expects to receive UAH 24 million 89.7 thousand.

With these funds, it will provide:

• Hot breakfasts for pupils in grades 1-4 - 4,832 children.
• Hot lunches for pupils in grades 1-4 - 332 children.
• Hot breakfasts for privileged pupils in grades 5-11 - 1,373 children.
• Hot lunches for privileged pupils in grades 5-11 - 442 children.
• Gluten-free and lactose-free meals for pupils in grades 1-4 who need gluten-free and lactose-free meals for medical reasons and belong to the privileged categories - 24 children.

According to the YouControl service, Fabryka Smaku was registered in May 2015 with a registered capital of UAH 1,000, and two months later it received an order to supply food to hospitals in Odesa. The director and owner of the company is Igor Levinzon.

Earlier, the same company won a competitive auction to select the breadwinner for 250 students of gymnasium No. 26 in Prymorskyi district. The company also won the right to organize meals for students in the Peresypsky district.

It should be noted that in Prymorskyi district, meals were provided prior to the procurement, but the procurement was held only in October. In other districts, these purchases were made in August and September. In Peresypskyi district - at the end of August, and in Khadzhybeyskyi and Kyivskyi districts - in September. In the latter two districts, the Ration Group Limited Liability Company won the tenders without competition.

Last year, the Centers for Financing and Economic Activities and Educational Institutions of four Odesa districts held tenders to select companies that would supply meals to schoolchildren. In particular, Prymorskyi and Peresypskyi districts chose Fabrika Smaku LLC, while Kyivskyi and Khadzhybeyskyi districts chose Ration Group, a private enterprise.

In September 2022, the Center for Public Investigations analyzed the composition of companies participating in tenders for the right to feed Odesa schoolchildren and identified the main players in this market in Odesa. The experts identified Fabrika Smaku LLC as one of the leaders.

Instead, Ratsiy Group PE was included in the second group of caterers, which received fewer tenders than Fabrika Smaku LLC and other leaders.
