In Odesa, a breadwinner for schoolchildren of Kyiv district was elected on the second attempt for 24 million

The Center for Financing and Economic Activity of Educational Institutions of the Kyiv District of Odesa conducted a procurement to determine the company that will provide meals to school students.

According to the Center for Public Investigations, according to data published in the Prozorro electronic procurement system, the only bidder and, accordingly, the winner was the private enterprise Ration Group, which agreed to feed schoolchildren for UAH 24 million 823,500.

The procurement is to provide hot breakfasts and lunches for students in grades 1-4 (5.9 thousand and 900 children, respectively) and for the privileged contingent of grades 5-11 (500 meals and 1.1 thousand meals, respectively), as well as gluten-free and lactose-free meals for two students in grades 1-4 who need gluten-free and lactose-free meals for medical reasons, until December 31.

The procurement took place on September 16, and this was the second attempt. The first attempt was made on August 28, but the bidding did not take place due to the absence of participants.

According to the YouControl service, Ration Group PE was registered in Odesa in 2019. The owner and director of the private enterprise "Ration Group" is Maksym Yatsenko.

Earlier, the Center for Financing and Economic Activities and Educational Institutions of the Khadzhybeyskyi District of Odesa held a tender to select a company to supply food for schoolchildren. The only participant was also the private enterprise Ration Group.

Instead, the Center for Financing and Economic Activity of Educational Institutions of Peresypskyi District of Odesa conducted a procurement to select a company that will be paid to provide meals for students of general secondary education institutions in the district. The procurement was conducted in the format of an open tender with special features, and the only participant was Fabrika Smaku Limited Liability Company.

Last year, the Centers for Finance and Economic Activity and educational institutions of four Odesa districts held tenders to select companies that would supply meals for schoolchildren. In particular, Prymorskyi and Peresypskyi districts chose Fabrika Smaku LLC, while Kyivskyi and Khadzhybeyskyi districts chose Ration Group, a private enterprise.

In September 2022, the Center for Public Investigations analyzed the composition of companies participating in tenders for the right to feed Odesa schoolchildren and identified the main players in this market in Odesa. The experts identified Fabrika Smaku LLC as one of the leaders.

Instead, Ratsiy Group PE was included in the second group of caterers, which received fewer tenders than Fabrika Smaku LLC and other leaders.
