In Odesa, 153 million has been allocated for medical care for military personnel

In Odesa, the city’s “Health” target program for 2024–2029 has been updated, and more than 7.68 billion hryvnias in funding has been allocated for it. The funds are to be allocated from the budget of the Odesa City Territorial Community to support the operations of medical facilities, patient treatment, rehabilitation, and hospital renovations.

The Center for Public Investigations has examined the details of the changes to the program.

The relevant order was signed by Serhiy Lysak, head of the Odesa City Military Administration. The document provides for a new version of the program’s description, resource allocation, and a list of priority areas and measures. The need for the changes was explained by the need to clarify implementation deadlines and funding amounts.

The Department of Health of the Odesa City Council was designated as the program’s initiator and lead implementer. Also involved in its implementation are the Capital Construction Department, municipal medical enterprises and healthcare facilities, the “Odesfarm” municipal enterprise, and the Ukrainian Medical Center for Maternal and Child Rehabilitation.

The largest portion of funding—over 3.13 billion hryvnias—was allocated to ensure the stable operation of healthcare facilities amid sector-wide reforms and martial law. Another 2.03 billion hryvnias have been allocated for major repairs, the purchase of medical equipment, medical supplies, furniture, and technology.

Over 744 million hryvnias were allocated for rehabilitation, over 153 million for medical care for military personnel, and nearly 460 million hryvnias for the treatment and prevention of cancer.

Separate funds have been allocated for medical care, dental services, and the provision of medications and medical supplies to patients. In particular, over 559 million hryvnias are to be directed toward improving medical care for both outpatient and inpatient treatment.

Odesa has also updated its municipal program for the civil protection of the population and territories for 2022–2029, revising its measures, implementing agencies, andfunding. Following these changes, the program’s total budget amounts to nearly 2.7 billion hryvnias.
