Odesa has updated its municipal program for the civil protection of the population and territories for 2022–2029, revising the measures, implementing agencies, and funding. Following the changes, the program’s total budget amounted to nearly 2.7 billion hryvnias.
The Center for Public Investigations examined the details of how funds were allocated among municipal agencies and enterprises.
The changes were approved by Serhiy Lysak, head of the Odesa City Administration. The document includes a new version of the program’s fact sheet, resource allocation plan, and list of measures.
The largest amount of funding was allocated for 2026—651.6 million hryvnias. In 2027, 544.4 million hryvnias are projected; in 2028, 486.2 million; and in 2029, 270.3 million hryvnias.
The main source of funding is expected to be the budget of the Odesa City Territorial Community—2.6 billion hryvnias. An additional 13.5 million is allocated from the regional budget, and 1.8 million from other sources.
The Department of Urban Economy of the Odesa City Council has been designated as the largest recipient of funds—over 1.57 billion hryvnias. The Department of Municipal Security is allocated nearly 455 million hryvnias, and the Capital Construction Administration—over 474.8 million hryvnias.
Separate funding was allocated for the Office of Territorial Engineering Protection and Coastal Development, the Departments of Transportation and Culture, as well as the district administrations of Odesa. Overall, the program covers city departments, municipal utilities, medical facilities, emergency services, and units of the State Emergency Service.

Odessa has also updated the“Safe City” program for 2020–2028. The changes took into account the conditions of martial law, revised the list of implementing entities, and maintained funding at nearly 4 billion hryvnias.
