The prosecutor's office initiated legal action to recover damages and penalties from Master Bud-Montazh LLC. The contractor, registered in Mykolaiv, failed to fulfill its contractual obligations to reconstruct a school shelter worth almost UAH 20 million in time.

According to the Mykolaiv District Prosecutor's Office, the issue is the reconstruction of the basement of Lyceum No. 38 named after Volodymyr Chaika, where the shelter was to be arranged.

Despite the fact that the company was registered in 2020 with an authorized capital of only two thousand hryvnias, it received a large-scale contract that it ultimately failed to fulfill on time.

Investigative actions revealed that under the leadership of director Dmytro Chepak, the company probably overstated the scope and cost of the work performed, which caused budget losses of more than UAH 2.8 million. In addition, law enforcement officers recorded facts of overpayment for technical supervision services. Although the facility was supposed to be commissioned in February 2025, the contractor and the customer illegally extended the construction period by 10 months through four additional agreements.

The prosecutor's office emphasizes that the capital construction department of the Mykolaiv City Council ignored its right to collect fines for late payment, which led to the current lack of readiness of the protective structure. In parallel with this case, the activities of Master Bud-Montazh LLC are being investigated in the framework of criminal proceedings under the article on misappropriation and embezzlement of property through abuse of office.

The police are investigating possible fraud not only at the Lyceum No. 38 facility, but also during the renovation of the dormitory building of the Mykolaiv Professional College of Physical Education. The company's accounts are currently blocked to ensure compensation for the damage caused to the community.
