Mykolaiv has developed a "Social Protection" program for 2027–2029 with funding of over 1.3 billion hryvnias. The funds will be allocated to assist vulnerable populations, support veterans, provide social services, and facilitate the rehabilitation of people with disabilities.
The Mykolaiv City Council’s Executive Committee adopted the corresponding resolution on October 14.
According to the draft program, the total funding for the three-year period amounts to 1 billion 312.9 million hryvnias. Of this amount, 1 billion 307.3 million hryvnias are to come from the budget of the Mykolaiv City Territorial Community, while another 5.5 million hryvnias will come from the own revenues of budgetary institutions.
The budget allocates 409.5 million hryvnias for 2027, 440.7 million for 2028, and 462.7 million hryvnias for 2029. Funding will come from the city budget.
The document explains the need for the program by citing the deteriorating financial situation of some residents due to the consequences of full-scale war, rising prices, and declining purchasing power. According to the program’s developers, the number of applications for targeted cash assistance for social and household needs is increasing.
Special attention will be given to male and female veterans, families of fallen defenders, internally displaced persons, people with disabilities, senior citizens, and families with children. Among the planned areas of support is financial assistance for long-term medical treatment, surgical procedures, and cancer treatment.
Specifically, 18.6 million hryvnias have been allocated over three years for one-time financial assistance to community residents who find themselves in difficult life circumstances due to health problems.
The program also provides for the development of in-home social services, in-kind assistance, temporary shelter, transportation services for people with limited mobility, and comprehensive rehabilitation for children and adults with disabilities. The Executive Committee has preliminarily submitted a draft resolution for consideration by city council members.
At the same time, during the session, city council members did not support the transfer of eight municipal apartments owned by the “Sviy Dim” municipal enterprise to IDPs. The plan was to renovate them using funds from donors and then provide them to the displaced persons.
