In Kherson, millions were allocated for roads, but funds for salaries were cut

In Kherson, during the latest revisions to the municipal budget, 3.4 million hryvnias were allocated for road infrastructure development. In total, the Department of Municipal Services received an additional 5.2 million hryvnias.

This was reported by the Center for Public Investigations after analyzing the budget order.

The total amount of additional funding for the department is 5,254,426 hryvnias. Of this amount:

At the same time, funding for the department’s leadership and administration was reduced by 98,500 hryvnias—the corresponding amount was deducted from payroll expenses.

Separately, the budget amendments specify the transfer of 97,600 hryvnias from the general fund to the development budget, which is related to a contribution to the authorized capital of a municipal enterprise.

The amendments to the budget of the Kherson City Territorial Community were approved by Order No. 1191r of the Head of the Kherson City Territorial Administration dated September 11.

At the same time, the additional funds for roads and housing and communal services are only part of a larger-scale budget reallocation. Formally, the changes were made after the receipt of 236.8 million hryvnias in educational subsidies from the state budget; however, at the same time, funding for a number of other areas was adjusted on the expenditure side.

Earlier, the Kherson Region Infrastructure Restoration and Development Service announced tenders worth hundreds of millions of hryvnias starting in early 2026—ranging from the repair of energy facilities to road maintenance and the purchase of fuel. In total, the value of these procurements exceeded 900 million hryvnias.
