Amid the shortage, local residents are offering various theories about the causes of the fuel shortage. In particular, one theory suggests that gasoline may be being stockpiled ahead of the September elections to the Russian State Duma so that, before the vote, it will be available at gas stations in greater quantities and at lower prices.
