Hotel and vacation compensation: what Kherson MBA official Linetsky declared

Mykhailo Lynetskyi, the first deputy head of the Kherson MVA, revealed that his salary and compensation for 2025 is only a part of his financial income. The declaration also includes residential buildings, land plots, a car, and a share in a shopping and entertainment center.

This was reported by the Center for Public Investigations.

The official owns a house in Kherson with an area of 101.7 m², purchased in 2009 for UAH 1 million, as well as a 525 m² land plot, which has belonged to him since 2020 and is valued at UAH 5,431. In 2021, he became a co-owner of a 1,196.8 m² shopping and entertainment center and hotel with Oleksandr Tiutiunov, as well as a 435 m² land plot.

In addition, Lynetskyi rents another building owned by Oleksandr Kucherenko. According to the YouControl analytical system, the man with the same name is the deputy director of production at SPETSOBORONMASH LLC and lives in Tsentralne village, Kyiv region. His declaration for 2024 also contains information about his house.

Among the cars owned by the official is a 2012 Mitsubishi Pajero purchased for 423 thousand hryvnias.

The official's income for 2025 includes a salary in the Kherson District State Administration of more than 1.36 million hryvnias, compensation for unused vacation days - 142 thousand, as well as government payments: national cashback "Made in Ukraine" - 7,064 hryvnias and "Winter Support" - 1,000 hryvnias. He received UAH 547 thousand from the Kherson City Military Administration.

His wife Tetyana earned 219 thousand hryvnias in the NBU program for children, and his daughter Yana earned 295 thousand in the Tavrychany village council.

The official keeps 200 thousand hryvnias in cash and 10 thousand US dollars, his wife keeps the same amounts, and his daughter keeps 5 thousand euros. Lynetskyi's wife is also the ultimate beneficiary of a company and a charitable organization registered in Ukraine.

In 2024, Mykhailo Lynetskyi, then the head of the Kherson District State Administration, received UAH 1.6 million in salary, UAH 4 thousand as an IDP, and UAH 1 thousand in state winter support. In addition, he saved UAH 200 thousand and USD 8.5 thousand.

According to the website Certification of Local Council Deputies, the official graduated from the Kherson Lieutenant Schmidt Maritime School in 1994 with a degree in electromechanics. In 2009, he graduated from Kherson National Technical University with a degree in Equipment for Chemical Production and Building Materials Enterprises, and in 2013 he completed his studies at the same university with a degree in Public Service.

He started his career in commercial structures: From 1994 to 2001, he worked as a commercial director at Olvia Private Equity Company, then at Duncan-Kyiv JV, first as a driver and later as a deputy director for administrative and economic issues, and at Lampita A.Y. as a sales consultant.

In 2001-2017, he worked as an individual entrepreneur, and in 2010-2015, he was a member of the Executive Committee of the Suvorov District Council of Kherson. Since 2018, he has been an advisor to the mayor, and since August 2018, he has been the deputy mayor for executive bodies. Since 2016, he has been representing the Mykola Tomenko Foundation "Ridna Kraina" in the Kherson region.

In January 2020, he resigned as an advisor to the mayor, and from April 2020 to April 2021 he headed the Department of Humanitarian Policy Implementation of the Kherson Regional State Administration. On April 13, 2021, he became the head of the Kherson Regional State Administration.

As Intent wrote, in August 2025 he was fired, and in September Lynetsky took the position of First Deputy Head of the Kherson City Military Administration.
