Hospital in Odesa Oblast Selects Supplier of X-Ray System for 15 Million without an Auction

The municipal non-profit enterprise Chornomorskaya Hospital in Odesa Oblast has held a tender to select a company from which it will purchase a C-arc X-ray system.

This was reported by the Center for Public Investigations with reference to an announcement in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with no specifics and no specifics about the company that is waiting for the agreement to be concluded. This company is Medgarant Limited Liability Company, registered, according to YouControl, in Kyiv in 2002. The owner is currently Oleksandr Ostrovsky, a Kyiv resident.

After signing the agreement, Medgarant LLC will have to provide the hospital with one set of X-ray systems by June 25, 2026, and will receive an estimated UAH 15 million 250 thousand for this.

The company is no stranger to the Odesa market, for example, in February 2025, the municipal non-profit enterprise City Clinical Hospital No. 1 in Odesa, better known in the city as the Jewish Hospital, held a procurement to select a company from which to purchase an X-ray diagnostic system. The procurement was also conducted in the format of an open tender with peculiarities, and the only participant was Medgarant Limited Liability Company. The company expects to receive UAH 5 million after the deal is concluded. It will have to provide the equipment by December 31.

Open bidding with special features means that almost all the terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
