Funding for awards has nearly doubled in the Kherson region

Alexander Prokudin, Head of the Kherson Regional Military Administration, approved amendments to the regional program for honoring and providing financial incentives to certain groups, residents of the region, military personnel, law enforcement officers, rescue workers, and other individuals, as well as honoring the memory of fallen Defenders of Ukraine and distinguished local figures for 2026–2030.

The corresponding order was signed on July 15, 2026.

The document nearly doubles the program’s funding. While the previous version allocated 5,708,545 hryvnias, the total funding following the amendments will amount to 10,463,520 hryvnias. Thus, funding has been increased by 4,754,975 hryvnias, or approximately 83%.

Funds will be allocated exclusively from the regional budget. Under the revised program, 1,675,770 hryvnias are allocated for 2026, 1,902,050 hryvnias for 2027, 2,086,070 hryvnias in 2028, 2,288,490 hryvnias in 2029, and 2,511,140 hryvnias in 2030.

One of the main changes was the introduction of a new initiative—the presentation of a commemorative award by the Kherson Regional State (Military) Administration “For Devotion to the Kherson Region.” Funding of 1,021,610 hryvnias is allocated for its implementation during 2026–2030, of which 118,000 hryvnias are planned to be used as early as 2026.

As noted in the appendix to the program, the plan is to award this honor annually to 150 individuals who are actively and personally performing or have performed professional, official, or other socially essential functions to ensure the livelihood of the population and the sustainable functioning of the Kherson region under martial law. The award will be presented to military personnel, law enforcement officers, rescue workers, representatives of various economic sectors, and other residents of the region who have made a significant contribution to supporting the region.

The previous version of the program, which was in effect prior to the amendments, provided for funding for such activities as the production of certificates and diplomas, the payment of the Mykola Kulish Literary Prize, the purchase of floral and funeral products, souvenirs, photo frames, the presentation of the honorary award “For Merit to the Kherson Region,” as well as support for delegations’ participation in national and interregional events. Following the adoption of the amendments, a new commemorative award, “For Devotion to the Kherson Region,” was added to this list.

Supervision of the implementation of this order has been entrusted to Volodymyr Klyutsevsky, Deputy Head of the Kherson Regional State Administration.
