Four working groups have been established in Odesa to promote the city's strategic development

In Odessa, the initial results of the City Strategic Development Council’s work have been summarized. The council includes representatives from the government, the business community, and experts who are collaborating on key areas of Odessa’s development.

This was reported by the Odessa City Military Administration.

Four working groups have already been established to ensure a systematic approach. They are focusing on the following areas:

Serhiy Lysak, head of the Odesa City Executive Committee, emphasized that one of the Council’s key principles is involving the business community in strategic decision-making.

According to him, entrepreneurs create jobs, invest in the city, and have a clear understanding of the issues hindering its development.

City officials noted that the Council’s main goal is to develop practical solutions whose results will be felt by Odesa’s residents.

Intent previously reported that work on the Development Strategy for the Odesa City Territorial Community through 2027 began in 2025. The city allocated 1.68 million hryvnias for the preparation of part of the document. The services were commissioned by the municipal institution “Grant Office ‘Odesa 5T’.”

These services included strategic analysis, consultations with experts, working meetings, and strategic sessions, as well as the preparation of sections of the document in accordance with the requirements of the United Nations Development Program.

The final document, the Development Strategy for the Territorial Community of the City of Odesa through 2027, was presented in January 2026.
