Former Head of the State Environmental Inspection of Kherson Oblast Has Been Indicted for Working for Russia

The former head of the State Environmental Inspection in the Kherson region will stand trial on charges of aiding an aggressor state. During the occupation, he helped the occupiers seize property belonging to state institutions and handed over agricultural equipment to them.

This was reported by the press service of the Kherson Regional Prosecutor’s Office.

According to the investigation, in August 2022, Serhiy Suvorov voluntarily agreed to head the so-called “Kherson Regional Agricultural Inspection,” which was established by the occupying authorities. In this position, according to law enforcement officials, he helped the Russian administration seize the property of state institutions and provided it with transportation and equipment.

Investigators established that, on behalf of the pseudo-inspectorate, he sent letters to enterprises demanding that they seize vehicles and agricultural equipment listed on their balance sheets and transfer them to representatives of the occupying authorities.

Furthermore, according to the case file, the defendant personally transferred property from the seized state institutions to the illegal occupying “administration” and “State Property Fund” for their use. This includes vehicles and equipment belonging to the Main Directorate of the State Service for Food Safety and Consumer Protection in the Kherson region and the Skadovsk District State Veterinary Hospital.

According to the investigation, the occupiers received at least six pieces of equipment. Among them were passenger and specialized vehicles, a truck, a tractor, a mobile laboratory, and other property.

The SBU notifiedSuvorov of the charges in absentia on June 5, 2026. Investigators believe that he was the one who transferred the vehicles and agricultural equipment—which were on the books of state institutions in the Kherson region—to the Russian administration.

As reported by Intent, the man had already been implicated in another case. In 2015, the State Fiscal Service audited the State Environmental Inspection of the Kherson region regarding corruption in the supply of goods to the temporarily occupied Crimea. At that time, he headed one of the inspection’s departments.

At that time, he admitted that he had referred the corruption schemes “to the leadership of the relevant agencies for legal assessment,” but that he himself had not participated in them and had voluntarily renounced any profits. Shortly thereafter, he went to serve in the ATO. However, the case was closed just six months later, and Suvorov himself, judging by the photos he posted, was clearly not in the ATO.
