Former head of Mykolaiv Oblast Local Roads Agency released from punishment

In Mykolaiv, the court approved a plea agreement in a case of large-scale misappropriation of funds allocated for critical infrastructure. The scheme involved an ex-head of the Local Roads Agency who acted in collusion with representatives of a private company.

This is evidenced by the verdict of the Central District Court of Mykolaiv.

The former director of the State Enterprise "Local Roads Agency of Mykolaiv Region" was found guilty of abuse of power. He was involved in a scheme involving the fictitious performance of work to ensure the protection of energy facilities. It was a deal with the supply of sand to substations in the region, which did not actually take place, despite the documents and payments made.

According to the case file, the official, together with the director of IKAD LLC, organized the introduction of false data into the acts of work performed and invoices. The documents stated that sand had allegedly been purchased and delivered to the Prohresivka, Berezan, Mykolaivska, and Trykhaty substations, although in fact no such work had been performed.

The forged documents were certified with seals and facsimiles of signatures, after which they were submitted to the Infrastructure Department of Mykolaiv Regional State Administration to receive budget funds.

During the investigation, the accused pleaded guilty, cooperated with law enforcement and provided incriminating evidence against other defendants, including the head of the state enterprise "Mykolaiv Oblast Local Roads Agency". He also fully compensated for the damage caused and additionally transferred funds for the needs of the Armed Forces of Ukraine.

The court sentenced him to 5 years in prison with a ban on holding positions in public procurement, but released him from serving his sentence with a probationary period of 3 years. In addition, the convict was fined.

The materials regarding other participants in the scheme, including officials, are currently being considered separately.

The name of the official is not disclosed in the case. However, according to the Opendatabot service, from 2021 to November 2025, Ivan Yanchenko held the position of director of the state-owned enterprise.

In August 2025, the Prosecutor General's Office notified the director of the State Enterprise "Agency of Local Roads of Mykolaiv Region" and representatives of a private company of suspicion of misappropriation of UAH 3.2 million of budget funds.

The case concerns construction works to strengthen and protect the energy infrastructure facility from Russian missile strikes. The investigation found that most of the substations had already been equipped by other companies free of charge and did not require additional work.
