Firms with dubious past may receive contracts worth 40 million to repair Kherson region roads

Two highways in Kherson region are scheduled to be repaired by the end of the year. More than UAH 43 million was allocated from the local budget for this purpose.

According to the Center for Public Investigations, the procurement was made by the state institution "Local Roads of Kherson Region".

The state institution"Local Roads of Kherson Region" announced two tenders for the current repair of local roads in Kherson region. The total length of the planned road sections is 17.8 kilometers, and the expected value of both procurements exceeds UAH 43 million.

Proposals for the first procurement of works for the repair of the road Skhidne - Zahorianivka /M-14/ on the section from km 8+000 to km 21+200. The total length of this section is 13.2 km with an expected cost of UAH 20 million and was received from European Road Construction Company LLC(EDC) and Budaliance Group Construction Company LLC (Budaliance). Since Budalians' offer was lower, it is likely that it will be awarded the contract.

According to YouControl's analytical system, Budalianskyi Group has been on the market for over 9 years. The firm has repeatedly participated in public procurement and has been involved in criminal proceedings. For example, the company was suspected of colluding with the customer to terminate contracts and then entering into new ones with the same subject matter at inflated prices.

Only one company, Avtomagistral-Zakhid LLC, submitted bids for the second auction to select a contractor to repair the Nadezhdivka - Rozlyv road with an expected cost of UAH 22.9 million. Due to the lack of competition, the cost of the works was not reduced.

"Avtomagistral-Zakhid has been on the market for over 14 years. The media associate the company with Ternopil businessman Bohdan Yulyk, who previously headed the regional road service. He is not formally the owner, but he is related to them. Earlier, journalists wrote about debts, fraud, and participation in tenders with fictitious equipment - law enforcement has already opened a number of cases.

Recently, contractors were selected in Kherson region to repair two sections of the road running from Dnipro to Mykolaiv regions. The customer was also the state institution Local Roads of Kherson Region, which organized an open tender for the repair of a local road on the route Zahradivka - Kochubeevka - Davydiv Brid - Kalynivske - Bobrovyi Kut.
