Farm manager's land seized in Odesa region due to forgery of documents

In Odesa region, the head of a farm was seized of his land. The case involves the forgery of documents about the loss of crops in order to receive compensation from the state.

This is evidenced by the ruling of the Artsyzsky District Court of Odesa Oblast.

According to the investigation, the director of the farm "Byanov D.V." is suspected of misappropriation of public funds through forgery. According to law enforcement, he deliberately entered false information about the death of crops to receive the maximum possible subsidy from the state, although the farm did not actually own these crops.

According to the investigation, in October 2021, the head of the farm drew up and signed a number of documents with false data: an application for a subsidy, reports on sown areas and gross crop yields for 2020, a crop inspection report and a crop write-off report. The documents stated that 60 hectares of winter wheat and 60 hectares of winter barley were allegedly lost in the fields in the Zadunayivsky starosta district of the Artsyz community of Bolhrad district, Odesa region.

Law enforcement officers found that this information was untrue: the farm did not own or use the land plots in question, and the rights to these 120 hectares were not registered in the State Register of Real Property Rights. In addition, the documents indicated allegedly leased lands of other land users, which was also untrue.

He submitted the forged documents to the regional commission of the Department of Agrarian Policy, Food and Land Relations of the Odesa Regional State Administration, which decides on the payment of subsidies for crop losses due to emergencies. Based on the documents provided, the Commission included the farm in the list of recipients of the subsidy and transferred UAH 235 thousand from the state budget. The farm manager then used the funds at his own discretion.

In this regard, law enforcement officers filed a motion to seize the property to secure a civil claim for damages. The court seized two plots of land with a total area of 2.92 hectares that belonged to the farmer.

Also in early February, police sent an indictment to the court against a resident of Odesa who is suspected of having illegally built a recreation center on community land.
