The Odesa Regional Prosecutor's Office has notified a man and two women of suspicion of fraud on a large scale, legalization of property obtained by criminal means, and forgery of documents.

According to the press service of the Office of the Prosecutor General of Ukraine, one of the accomplices is a private notary from Odesa.

According to the investigation, in 2022-2024, the criminals repeatedly implemented a criminal scheme aimed at illegally registering land plots in Odesa as private property. Under the leadership of a 55-year-old organizer, two women were looking for undeveloped land plots without official owners. They produced fake land titles.

Four other people were involved in the scheme. They used the fact of the death of relatives, on whose behalf these dealers submitted to notaries pre-forged land documents allegedly found among the personal belongings of the deceased. On their basis, they illegally formalized inheritance and acquired ownership of land plots.

In one of the episodes, the suspect acted as the executor himself, using the fact of his close relative's death. Then, they repeatedly re-registered the land plots to controlled individuals and legal entities to conceal their real origin, and split them up.

After completing all the necessary procedures, the suspects planned to sell the land to bona fide buyers. As a result of the illegal actions, the ownership of 5 land plots in Prymorskyi and Khadzhybeyskyi districts of Odesa with a total area of almost 1.3 hectares was registered. The territorial community suffered more than UAH 75 million of damage.

The prosecutor's office appealed to the court to choose custody as a measure of restraint for the group members.
