Engineer in charge of technical supervision of repair of Odesa polyclinic convicted for abuse of influence

The Peresypskyi District Court of Odesa found guilty of abuse of office the person responsible for technical supervision of the overhaul of the premises of the consultative and diagnostic department of the polyclinic of the Odesa Regional Clinical Antitumor Center.

As the judges noted in the verdict, she abused her official position to obtain an undue advantage from the private enterprise Vasolbudstroy by not checking how the work was being performed.

She simply wrote "I confirm the volumes" on blank A4 sheets of paper, certified them with her own signature and stamp as "Technical Supervision Engineer" and handed them over to the private company.

Subsequently, the contractor used these sheets to make a certificate of acceptance of completed construction works and a certificate of acceptance of completed construction works for May-June 2023, in which he entered inaccurate information about the types and cost of works that were not actually carried out by the company and the cost of materials that were not actually used by the company, overstating the amount of expenses incurred in the amount of UAH 311,765.

At the court hearing, the convicted person fully pleaded guilty to the charges as presented and set forth in the indictment. Taking into account the guilty plea, the engineer was sentenced to probationary supervision for a period of one year, with deprivation of the right to engage in technical supervision in the field of construction for a period of one year, with a fine of 250 tax-free minimum incomes, which is UAH 4,250.

She was also imposed with the following obligations: to periodically report for registration to the authorized probation authority; to notify the authorized probation authority of any change of place of residence or work; not to travel outside Ukraine without the consent of the authorized probation authority.
