District Administration in Odesa accused of signing false acts on cleaning of territories

Members of the Odesa City Council's Standing Committee on Emergency Situations and Elimination of Their Consequences, Ecology and Digital Transformation accused the leadership of the city's Peresypskyi District Administration of signing certificates of completion when no work was done.

In particular, the chairman of the commission, Mykhailo Karpenchuk, said that deputies are sometimes forced to hire mowers at their own expense to prepare a site for a children's party or a meeting with citizens, and the administration signs certificates of completion that show that these areas have been mowed.

The head of the Baltskyi community organization gave examples of work that was completed according to the act, but not done in fact.

"The third Peresypska street - 4 thousand square meters - has not been cleaned up yet, but in the act of completed works it is cleaned up. Baltska Road has been partially cleaned, and in the act of completion it is cleaned. I will not list everything, but there is Volov Square. There is a playground there that has been partially cleaned. The area is overgrown with reeds for about two meters. But the acts of completion show that it has been cleaned up," he emphasized.

Representatives of other neighborhoods also criticized the administration for partial street cleaning, some of which are cleaned by 20-30%. In addition, the issue of cleaning the territory of enterprises included in the list of ownerless has not been resolved.

Svyatoslav Glazanovsky, head of the Peresypsky housing and communal services company, said that due to the smaller number of people, the company had to reduce the frequency of cleaning. "Peresypskyi" cleans its territory by 50%.

Mykhailo Karpenchuk, in turn, said that during the rounds in the presence of the deputy head, they marked the areas that the heads of the housing and communal services claimed were not cleaned, and then in the acts those areas were indicated as cleaned.

The FSWs explained that there are areas that are cleaned once or twice a year, so the time of the inspection may not coincide with this frequency.

Eventually, after a half-hour discussion, the deputies decided to address the Odesa mayor with a request to assemble a working group to resolve this issue. This idea was supported by representatives of SOS and FSWs.
