Development and compensation strategy after shelling: what the executive committee considered in Odesa

The next meeting of the executive committee of Odesa City Council is scheduled to consider more than a hundred issues. Many of them concern compensation payments to residents for destroyed and damaged housing as a result of Russian aggression, but the agenda also covers a number of other areas of city government.

This was reported by the press service of the Odesa City Council.

The bulk of decisions on compensation were prepared by the city's district administrations. Peresypska, Primorskaya and Khadzhibeyskaya district administrations submitted to the executive committee the decisions of their commissions to provide compensation for the completely destroyed real estate.

All of these decisions were made on January 15, 2026, and relate to housing destroyed as a result of hostilities, terrorist attacks, or sabotage caused by the armed aggression of the Russian Federation against Ukraine. In total, there are several dozen separate decisions in each of the districts.

A separate block on the agenda includes issues related to the Department of City Improvement. In this case, we are talking about compensation for damaged property. More than 80 decisions of the specialized commission, adopted on January 12, 2026, were submitted for approval by the executive committee. They concern the owners of real estate that sustained varying degrees of damage as a result of hostilities and shelling.

In addition to housing compensation, the executive committee will consider issues prepared by the Department of Transport, Communications and Traffic Organization. In particular, it is a matter of submitting to the Odesa City Council a draft decision to approve the new version of the charter of the municipal institution "Specialized Installation and Maintenance Unit".

The agenda also includes issues related to the Department of Municipal Security, which involves the transfer of material assets to the volunteer formation of the Odesa city territorial community.

In the area of consumer market and amenities, the executive committee will consider a proposal to dismantle two stationary temporary structures in the Prymorskyi district of Odesa. Both pavilions, located on Stepova and Balkivska streets, were installed by one individual entrepreneur.

The initiatives of the Department of Economic Development are presented in a separate block. These include the draft Strategy for the Development of the Territorial Community of Odesa until 2027, as well as proposals for amendments to the city program to improve the competitiveness of the economy.

The Department of Labor and Social Policy has prepared several issues related to social protection. The executive committee will consider amendments to the provisions on providing targeted assistance to vulnerable groups of the population, the activities of the board of trustees, the city commission for awarding the title of "Mother Heroine", as well as adjustments to several city targeted programs, including"Barrier-free Odesa" and social service programs.

In addition, the meeting is expected to decide on the issuance and termination of permits for outdoor advertising, as well as consider amendments to the city program for the development of physical culture and sports for 2024-2028.

At the last meeting, Odesa decided to compensate entrepreneurs who open or maintain indestructibility points for the costs of purchasing and maintaining power generators. The city will also reimburse fuel costs and exempt them from rent for municipal property until the end of martial law.
