Deputies of Odesa Regional Council have accumulated over a billion hryvnias

The declarations of 75 MPs showed a striking contrast between the multimillion-dollar wealth and the complete lack of savings of some of them. Almost half of all declared assets are concentrated in the hands of only three MPs, while eight MPs did not indicate a single hryvnia of savings.

TheCenter for Public Investigations and Intent analyzed the wealth of the richest MPs and compared it to the previous year.

The total amount of savings declared by 75 MPs reached UAH 1.16 billion. At the same time, the financial gap between the MPs was enormous: almost half of this amount is accounted for by only three MPs. Instead, eight representatives of the parliamentary corps - Anosov, Bib, Derevianko, Kobylnikov, Mamutov, Orlov, Filonov, and Chystiakova - did not declare any savings.

Oleg Kutateladze became the richest again, with family assets estimated at UAH 394.7 million, of which UAH 383.4 million belong to him personally. His funds are placed in banks in Ukraine, Spain, Montenegro, Georgia and Turkey. In addition, the MP keeps significant amounts in cash - 400 thousand euros and 100 thousand US dollars. The declaration also lists assets in Turkish liras and British pounds.

Much of the wealth is registered as loans: millions of dollars and euros were provided to his son, businessman Andriy Stavnitser, as well as to several companies and individuals. At the same time, Kutateladze has fully repaid his debt to the Cyprus-based Hique Management Ltd, which exceeded EUR 826 thousand.

The second place was taken by Yuriy Kruk with family savings of UAH 194.5 million, which is 45% more than last year. The bulk of his capital consists of cash: more than USD 1.4 million, hundreds of thousands of euros, and several million hryvnias. The MP also lent significant sums to his son Vladyslav and other individuals.

The third in the ranking is non-factional MP Ivan Fursin with UAH 87 million in assets. Despite significant savings, he also declared serious financial liabilities - over UAH 52 million and USD 3.4 million in debts.

Serhiy Parashchenko Jr. took the fourth position with UAH 79 million of personal savings. He actively provided loans to others, but he himself has tens of millions of hryvnias in outstanding debts. Vadym Teplytskyi, a representative of the European Solidarity party, rounded out the top five richest with UAH 47.5 million in savings.

Right behind the leaders are Hinak with UAH 36 million and Khachatryan, who is not a member of any faction, with UAH 31.7 million. The latter declared a gift worth UAH 15 million, but did not specify to whom he transferred the money. The financial situation of Parashchenko Sr. is particularly noteworthy: with savings of UAH 36.8 million, his debt obligations exceed UAH 100 million, which is almost three times more than his declared assets.

The traditional income declaration season has also once again highlighted the financial life of MPs. An analysis of the updated reports of MPs from Odesa region for 2025 showed that the five richest MPs from Odesa declared UAH 27 million.
