Deputies of Kherson Regional Council were left without additional payments in July

In July 2025, the chairman of the Kherson Regional Council and his deputies received almost 140 thousand hryvnias in salary, while one of the deputies had been idle for more than three years. The leaders did not receive any additional payments or financial assistance.

These data were contained in the response of the Kherson Regional Council to the request of the online publication Vgoru.

The chairman of the regional council, Oleksandr Samoilenko, along with his first deputy, Yuriy Sobolevsky, and his deputy, Yuriy Vlasov, received a total of 139,066 hryvnias in July.

In July, Mr. Samoilenko's salary amounted to 91,267 hryvnias, and he received 70,276 hryvnias after taxes. First Deputy Sobolevsky received UAH 73,571 in accrued salary and UAH 56,649 in net salary. Deputy Vlasov was on vacation in July and received UAH 15,769 before taxes, i.e. UAH 12,142 in cash.

Starting May 3, 2024, the salary of the chairman of the regional council is UAH 30,277, the first deputy - UAH 26,492, and the deputy - UAH 23,654.

The managers are also entitled to bonuses: 50% of their salary for high achievements, as well as bonuses for the rank of local government official and length of service.

After the liberation of the right-bank part of Kherson region, Head Samoilenko and First Deputy Sobolevsky have been working in Kherson full-time, while Deputy Vlasov has been on leave since April 1, 2022.

In July 2025, none of the leaders received any financial or health care assistance. In June 2025, the total amount of accrued salaries for the head of the regional council Samoilenko and his deputies amounted to 139,067 UAH.

At the same time, not all Kherson deputies can boast of luxurious car fleets, but there are those among the elected officials who clearly do not skimp on comfort, having not only expensive cars but also boats. In addition, some deputies declared intangible assets, such as corporate rights, securities, and even private collections.
