Law enforcement officials gained access to the mobile phone data of suspects in a case involving the embezzlement of more than 20 million hryvnias during the construction of shelters in Kherson. Investigators were authorized to seize call logs and location data for 21 phone numbers.

This is stated in a ruling by the Zavodskyi District Court of Mykolaiv dated October 4.

The investigating judge authorized the retrieval of information from the mobile operator’s networks for the period from September 2024 to July 2025. The data obtained will help law enforcement officials conclusively prove the involvement of those participating in the scheme.

The ruling states that between 2024 and 2025, contracts were signed between a local government agency and contracting organizations for the construction of protective structures in the city. According to the investigation, officials and technical supervisors signed certificates of completion merely as a formality. In reality, construction was not carried out to the stated extent, and the cost of materials and services was significantly inflated.
