Contract for construction of a shelter in a vilkovian school was won by a company associated with a deputy

The Department of Education, Youth and Sports of the Vilkovo City Council of the Izmail District of Odesa Oblast has conducted a procurement to select a contractor to be paid for the construction of a civil defense facility on the territory of the Vilkovo Secondary School No. 1.

The relevant announcement was published in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features, but two companies took part in it - private enterprise Konti and limited liability company South Ukrainian Construction Company. The winner was a private enterprise that offered to build the shelter for UAH 45 million 559 thousand.

If the agreement is signed, the company will have to complete the construction by the end of 2025.

The construction of the shelter will be financed by the local budget, a subvention from the state budget and the European Union under the Framework Agreement between Ukraine and the European Union on special mechanisms for the implementation of EU financing for Ukraine under the Ukraine Facility. The civil protection structure is designed to shelter students and staff of the educational institution with a total number of 280 people and will have one 2.8-meter-high above-ground floor, protected by perimeter protective screens. The shelter will have two dispersed entrances and exits directly from the outside. In wartime, the premises will be used as a shelter, and in peacetime, it is planned to hold leisure and extracurricular activities for students.

According to the YouControl service, Konti PE was registered in Izmail in 1999. The owner is Larysa Mincheva, and the director is Tetiana Makarova. The latter is listed as a cohabiting and unmarried person in the declaration of Ivan Stoyanov, a deputy of the Izmail City Council. The declaration for 2024 indicates that she earned UAH 117.6 thousand there during the year. Ivan Stoyanov himself also received a salary in this PE - 109.2 thousand hryvnias.

Tetiana Makarova was also the owner of Konti PE until the summer of 2021. At least according to the YouControl service, in April 2021, she was still listed as the ultimate beneficiary, but in September she was no longer.
