The Department of Education, Youth and Sports of the Vilkovo City Council of the Izmail District of Odesa Oblast has started searching for a contractor to build a civil defense facility on the territory of the Vilkovo Secondary School No. 1.

The project budget is limited to UAH 46 million 881 thousand, Intent reported citing the public procurement website Prozorro.

The construction of the shelter will be funded by the local budget, subventions from the state budget, and the European Union under the Framework Agreement between Ukraine and the European Union on special mechanisms for the implementation of EU financing for Ukraine under the Ukraine Facility.

According to the project documentation on the DREAM website, the civil defense shelter is designed to shelter 280 students and staff of the school. It will be built within the land plot of the Vylkove educational institution. The structure will have one 2.8-meter-high above-ground floor and will be protected by perimeter security screens. The shelter will have two dispersed entrances and exits directly from the outside.

In wartime, the premises will be used as a shelter, while in peacetime it is planned to hold leisure and extracurricular activities for students.

The protective structure will be equipped with internal engineering networks and systems: heating, ventilation, water supply, sewerage, electricity, electric lighting, fire alarm and fire warning systems, communication system, smoke protection system and internal fire water supply.

The building will house a shelter for students, a sanitary post, a food storage room, a room for heating and serving food (staff shelter), a tank room, an electrical control room, a fire station, a ventilation room, smoke exhaust chambers, a block of common bathrooms (male and female), a universal bathroom stall with a shower area, a storage room for soiled clothes, and a storage room for household waste.
Information signs will be installed for people with disabilities and low-mobility groups, and the bathrooms will be equipped with special equipment.

The auction to select a contractor will be held on June 17. The winner will be able to engage subcontractors to perform the work. The facility should be completed by the end of 2025.
