Construction of a shelter in Mykolaiv region for 34 million was entrusted to a company accused of embezzlement

In Mykolaiv region, a contract for the construction of a shelter was concluded without open bidding. The cost of the work amounted to more than UAH 33 million.

The Department of Urban Planning, Architecture, Capital Construction and Project Development of the Mykolaiv Regional State Administration signed a contract for the new construction of a radiation shelter for a lyceum in the village of Nechayne without open bidding. The cost of the work is UAH 33.8 million from the budget, and the contractor is BC Interbud LLC.

The construction is scheduled to be completed by the end of 2025. BC Interbud LLC has been registered in Mykolaiv since 2016. The company actively concludes budget contracts, the total amount of which reaches about UAH 497 million, most of which are in Mykolaiv region. The company's co-owners are Mykhailo Mazur and Vadym Drapezo, residents of Mykolaiv.

In 2021, a person with the same name as Mazur was accused of embezzling budget funds, namely from the Kazankivska Multidisciplinary Hospital.

The case was closed due to the expiration of the pre-trial investigation, although the Mykolaiv prosecutor's office tried to overturn this decision through the court, but in vain.

Also, the Mykolaiv Region Prosecutor's Office has been trying to recover damages from BC Interbud LLC under two agreements in 2018 in the amount of UAH 163 thousand and almost UAH 753 thousand for several years. These losses were caused by poor quality workmanship and overestimation of the scope of work during the repair of the Kazankiv Multidisciplinary Hospital.

The construction project was also designed by the company that was featured in the journalistic investigation. The project for the construction of the shelter for the lyceum was created by Agrofon-Project, a company registered in 2027 with an authorized capital of 2,000 hryvnias.

According to the YouControl online analytical system, the head of the company is Vladyslav Dyshlovyi. During its existence, the company has earned UAH 12 million 530 thousand 715 from public tenders. The main source of the company's income is public procurement.

In addition, UAH 19 million was allocated for the restoration of a kindergarten in Mykolaiv region. The reconstruction of the facility began in 2020. It is planned to reconstruct the Malyatko preschool educational institution with landscaping in the village of Syniukhin Brid, Pervomaiskyi district, Mykolaiv region.

In addition, the repair of a bomb shelter for a lyceum in Mykolaiv was funded by Denmark, which provided two million euros. The contract for almost a million was given to a newly created company whose services are often used by the executive committee of the Mykolaiv City Council. The agreement with the company was signed for 950 thousand hryvnias. It is unknown where almost a million of the funds provided by Denmark went. The company is supposed to complete the repairs by December 31, 2024.
