Construction giant wins a 126-million contract for a project near the Dniester River

One of Ukraine’s largest road construction companies, “Avtomagistral-Pivden,” has been awarded yet another major contract without a competitive bidding process by the Infrastructure Restoration and Development Service in the Odesa region. 

According to data from the Prozorro system, the cost of the work exceeds 126 million hryvnias, and the procurement was carried out without a bidding process.

The project involves constructing access roads with asphalt concrete pavement leading to the sites where a temporary bridge will be erected across the Dniester River in the village of Mayaky. These roads are intended to provide an alternative transportation route in the event that the main crossing becomes inaccessible.

The contract was signed on July 7, 2026. The contract value is 126.4 million hryvnias, which fully corresponds to the expected cost of the procurement. The contractor must complete the work by January 31, 2027.

The procurement was conducted through a non-competitive procedure without an open bidding process. The contracting authority explained this by citing the urgent need to complete the work as quickly as possible, which does not allow for a standard tender procedure. The basis for this was Cabinet of Ministers Resolution No. 1178, which regulates procurement under martial law.

Funding is provided from the state budget as part of the program for emergency repair and restoration of road infrastructure in the Odesa region. The program also includes the construction of a temporary bridge across the Dniester River near the towns of Yampil and Koseuts.

According to the YouControl analytical system, until September 2022, thecompany “Avtomagistral-Pivden” was owned by Odessa residents Valery Korotkov and Oleg Nalyvany. Currently, the ultimate beneficiaries are listed as Oleksandr Boiko and the Austrian company EP Construction Holding GmbH.

“Avtomagistral-Pivden” was included in the list of key contractors for the state program “Great Construction.”

In 2021 alone, the company signed contracts worth 58.9 billion hryvnias, and the total amount of funds it has received through public procurement exceeds 155 billion hryvnias.
