City Council plans 15 billion for Odesa improvement by 2028

The Odesa City Council plans to spend about UAH 1.48 billion on the city's "Improvement Program" in 2025, including the repair of squares, parks and playgrounds. In total, more than UAH 15.7 billion is envisaged for 2022-2028 to upgrade infrastructure and utilities.

The decision was made at a session of the Odesa City Council.

Odesa continues to implement a large-scale City Targeted Improvement Program for 2022-2028, initiated by the Department of Municipal Economy. The total amount of funding for the program is over UAH 15.6 billion, of which almost UAH 9.6 billion is from the city budget and the rest is from other sources. For 2025, the resource provision was determined at UAH 1.48 billion.

According to the draft decision, one of the areas is the creation and renovation of recreational areas. For example, in Odesa, it is planned to create a memorial park "Against Oblivion" on Lustdorf Road. The project is funded in partnership with the German Society for International Cooperation (GIZ) and includes the arrangement of the territory, including a playground. Repairs are also underway in the Glory and Freedom Park, where the Memorial to the Fighters for Ukraine is located. Additionally, there are plans to restore landscaping elements in Regensburg Park and Enthusiasts Park.

Other tasks of the Program include the maintenance and technical re-equipment of public utilities. In particular:

Special emphasis was placed on the arrangement of children's and sports grounds. In 2025, an additional UAH 5 million will be allocated for this purpose, in particular, to repair the areas near the buildings at 5 Radisna Street and 29A Lustdorfska Road.

In addition, it is planned to dismantle 148 objects and transport them to a penalty site. UAH 360 thousand has been allocated for this purpose.

In September, Odesa redistributed budget funds between departments and utilities. The bulk of the funding will be spent on salaries, energy and post-war reconstruction. In particular, Odesmisvіtlo was allocated UAH 1.8 million from the development budget to pay salaries to employees, while the funds of the Service Center will be used to eliminate the consequences of the war.
