Chornomorsk settled on a more expensive bidder for a 90-million-dollar tender

The Capital Construction Department of the Chornomorsk City Council in Odesa Oblast has selected the company with the most expensive offer as the winner of the tender for the right to build a dual-purpose civil defense facility for Chornomorsk Lyceum No. 3.

This is reported in the Prozorro electronic procurement system.

The auction was held on January 15 with the participation of two limited liability companies - High-Rise Construction Holding and Premiumstandardbud Construction Company. High-Rise Constructions Holding LLC was initially considered the winner, which was ready to work for UAH 96 million 532.7 thousand, but the company did not eliminate inconsistencies in the documentation by January 25, and a competitor was declared the winner, asking for UAH 97 million 831.2 thousand for its work.

Earlier, the department had already conducted a procurement for this construction in September, when the expected cost of the procurement was determined at UAH 79 million 213.4 thousand. At that time, the only bidder was High-Rise Construction Holding, a limited liability company.

The company agreed to work for UAH 78.3 million, but later the procurement results were canceled and the bidding was also canceled due to the lack of offers.

According to the YouControl service, Premiumstandardbud Construction Company LLC was registered in 2019 in Kyiv by Andrii Hlazkov, a resident of Odesa.

In 2024, the Nashi Hroshi publication mentioned this company in an article about a shelter for 650 people for Dachna Lyceum No. 2, where journalists found a possible overpayment of UAH 14.96 million by the Department for the Maintenance of Communal Property of the Dachna Village Council of Odesa Oblast. The company was awarded the contract without competition, as no one else applied for the tender.

This is not the first time Premiumstandardbud has competed with High-Rise Construction Holding with such a result. Last September, the Capital Construction Department of the Chornomorsk City Council in Odesa Oblast held a tender to find a contractor to build a dual-purpose protective structure at a gymnasium in the village of Burlacha Balka.

Three companies took part in the tender: BC Deluxe Development LLC, High-Rise Constructions Holding LLC, and Premiumstandardbud Construction Firm LLC.

Initially, BC Deluxe Development LLC was chosen as the winner, offering to work for UAH 28.9 million, but then its proposal was rejected due to problems with the documents, and now High-Rise Construction Holding LLC is waiting for the agreement to be concluded, which is counting on UAH 29 million. In the end, however, the agreement was concluded with Premiumstandardbud Construction Firm LLC, which agreed to work for UAH 33 million 921.8 thousand.
