Rural school price increase in Odesa region decreased from nine to 3 million

The Department of Capital Construction of the Chornomorsk City Council in Odesa Oblast has held a tender to find a contractor to build a dual-purpose protective structure at a gymnasium in the village of Burlacha Balka.

According to the Prozorro electronic procurement system, the procurement was conducted in the format of an open tender with special conditions.

However, three companies took part in the tender: BC Deluxe Development Limited Liability Company, High-Rise Constructions Holding LLC, and Premiumstandardbud Construction Firm LLC.

Initially, BC Deluxe Development LLC was chosen as the winner, agreeing to work for UAH 28.9 million, but then its proposal was rejected due to problems with documents, and now High-Rise Construction Holding LLC is waiting for the agreement to be concluded, which is counting on UAH 29 million.

According to YouControl, High-Rise Construction Holding LLC was registered in Chornomorsk in 2009. The ultimate beneficial owners are: Giorgia Georgiou, Demetris Demetriades, Maria Louli Shouftas from Cyprus.

The expected value of the procurement is UAH 34 million 568 thousand, which is UAH 9 million 257 thousand more than the price offered under the same tender last year. Then, on December 15, 2023, a procurement with an expected value of UAH 25 million 311 thousand and two participants was held.

At that time, the auction was attended by High-Rise Construction Holding Limited Liability Company and Disk-Pivden Private Enterprise. The former was ready to work for UAH 24 million 794 thousand, and the latter for UAH 25 million 307 thousand 441. Accordingly, the latter was determined to be the winner, but only if the discrepancies in the documents were eliminated. However, this did not happen, and a private enterprise began to apply for the contract. However, its offer was also rejected and the tender was canceled due to the lack of offers.
