Case on judicial group in Bilhorod-Dnistrovskyi sent to HACC

Detectives of the National Anti-Corruption Bureau of Ukraine have sent an indictment against three suspects in the case of setting up a bribery scheme to the Bilhorod-Dnistrovskyi court of Odesa region.

This was reported by the Center for Public Investigations with reference to NABU.

Currently, two people are accused of organizing a criminal group in court, one member of the group and two people associated with its activities. This is a case involving judges, lawyers and court staff. In December, the High Council of Justice dismissed Serhiy Savytskyi, a judge of the Bilhorod-Dnistrovskyi City District Court of Odesa Oblast, from his post because of this case. In April, judge of the Bilhorod-Dnistrovskyi City District Court of Odesa Oblast Serhii Savytskyi was released from custody after posting bail of UAH 1.5 million, and in August, the High Anti-Corruption Court approved a plea agreement concluded with judge of the Bilhorod-Dnistrovskyi City District Court of Odesa Oblast Oleksandr Boyarskyi in the case of a corruption scheme for men liable for military service abroad. He was also involved in this case.

In June 2025, the High Anti-Corruption Court extended until August 16 the term of office of the former chairman, judge of the Bilhorod-Dnistrovskyi City District Court of Odesa Region, Valentyn Zaveriukha, in the case of the scheme of deferment for men liable for military service.

The scheme consisted of the court in Odesa region issuing decisions on the alleged independent upbringing of a child by a father under far-fetched circumstances. This allowed men to avoid mobilization and leave the country under the pretext of childcare. The cost of such a decision started at 3.5 thousand US dollars.

In total, the investigation found 1,404 decisions of this court that allowed conscripts to travel abroad. For conspiracy purposes, the defendants set up a back office of the court in a law firm and even advertised their services on social media.
