Case of negligence of technical supervision engineer sent to court in Odesa

Investigators have sent to court a case accusing a technical supervision engineer of negligence during the repair of a shelter at a preschool in Odesa.

According to the press service of the Main Directorate of the National Police in Odesa Oblast, the man's improper performance of his duties resulted in unnecessary expenses from the city budget of more than UAH 300,000.

According to the investigation, the certified entrepreneur, having concluded an agreement with a municipal enterprise of the Odesa territorial community in 2023, undertook to carry out technical supervision of the contractor's performance of work related to the overhaul of the protective structure in a kindergarten located in the city center. However, the engineer failed to properly verify the compliance of the scope and quality of construction and installation works performed by the contractor, materials and products used, and to approve and certify the acceptance certificates for the construction works performed.

The investigation found that these acts contained information on the performance of work that was not actually completed in full and did not correspond to the scope and cost of work determined by the design estimates and primary reporting documentation in terms of the actual list and volume of materials by work item.

The improper performance of official duties by the technical supervision engineer was the basis for the excessive transfer of budget funds to the construction company's account, which caused the community to suffer losses of almost UAH 327 thousand.

During the investigation, law enforcement officers gathered sufficient evidence of the defendant's illegal actions, which was confirmed, in particular, by the conclusions of forensic construction, technical, commodity and economic examinations.

The maximum penalty for such an offense is three years in prison with disqualification to hold certain positions or engage in certain activities for the same period. The indictment was sent to court.
