Oleksandr Polokhach, who has been temporarily heading the Odesa City Council’s Department of Municipal Security since June, received a bonus of 87,200 hryvnias in August—653.6 percent of his salary.
This is stated in an analysis by the Center for Public Investigations regarding payments for January–August 2026.
Cabinet of Ministers Resolution No. 268 stipulates that bonuses for executives are awarded by a higher-level authority within the limits of the payroll fund, but does not set a maximum amount.
Polokhach’s bonuses totaled 47,600 hryvnias in June, 75,500 in July, and 87,200 in August. In just three months, he received over 210,000 hryvnias in bonuses alone, and nearly 300,000 hryvnias in total payments.

Second place goes to Serhiy Shcherban, director of the Department of Transportation, Communications, and Traffic Management. From January through June, his bonus amounted to 329 percent of his salary, and in July and August it rose to 439 percent, or 58,600 hryvnias per month. In this department, bonuses account for the largest share of the director’s total compensation—62 percent. Alona Kapusnyak has headed the department since September 17, 2026.
Inna Popovska, director of the legal department, received a bonus equal to 303 percent of her salary at the beginning of the year, and since April, 404 percent monthly. The same amount was paid in August to Yulia Filler, director of the Department of Education and Science—55,600 hryvnias—although her bonus had previously ranged between 202 and 303 percent.
Fifth on the list was Yuriy Kushchenko, the former head of the Peresypsk District Administration, who received a bonus of 55,200 hryvnias in May. He was dismissed on July 3.
All amounts in the study are listed before taxes.
