Bilhorod-Dnistrovskyi starts drafting a new city charter

The Bilhorod-Dnistrovskyi City Council in Odesa Oblast has set up a working group to prepare a draft Charter for the city's territorial community.

This is stated in the order of the Secretary of the Bilhorod-Dnistrovskyi City Council.

As stated in the order, the working group will be headed by the Secretary of the City Council Oleksandr Skalozub. By August 31, 2026, it should prepare a draft Statute and, if necessary, propose amendments to the city council's regulations. After that, the document will be submitted for public discussion, which should take place by September 30, 2026.

The final revised version of the Charter is planned to be submitted to the city council session by October 15, 2026. The city council emphasized that the Charter should take into account the historical, cultural, socio-economic features of the Bilhorod-Dnistrovskyi community, as well as provide for the participation of residents in the process of its formation.

In accordance with the laws of Ukraine, the city charter defines the city symbols, city holidays and memorable dates, honors and awards of the territorial community, the basic principles of the administrative-territorial division of the city, as well as the development of the city, the system of local self-government in the city and the principles of interaction between its elements, forms and procedures for direct participation of members of the territorial community, civil society institutions in the implementation of local self-government, the principles of preserving cultural heritage and promoting the socio-cultural development of cities.

In November 2025, the Odesa City Council approved a new version of the city's Charter with the Ukrainian anthem and no mention of Odesa's place in the Russian Empire or the feat of the Russian military in the city's history. That same month, a regular meeting of the working group on drafting the Statute of the territorial community was held in Dobroslav, Odesa Oblast.
