Auditors are interested in a contract worth more than 60 million for the construction of a shelter in one of the lyceums in Kherson region

In December last year, the Arkhangelsk Professional Agricultural Lyceum of the Vysokopil community held a tender for the construction of a radiation shelter. According to the results of the tender, in January 2025, a contract for UAH 61.4 million was signed with Construction-TM LLC. On January 22, auditors drew attention to the agreement.

According to the Center for Investigative Journalism, the auditors asked the customer to provide information on the justification of the characteristics of the procurement item, budget allocation and expected value, and to explain the agreement of the contract price. They were also interested in an additional agreement on the cost of the KOHLER J88 M138 generator, which the company offered to the customer for UAH 1.3 million. In addition, they asked for an explanation as to why the lyceum chose a contractor whose documents did not contain the signature and seal of the cost estimator, although the tender documents stated that they should.

The Arkhangelsk Professional Agrarian Lyceum announced the open tender with special conditions on December 13, 2024. The expected cost of the work is UAH 70 million 416 thousand. The tender was held on December 30. Two companies took part in it: Vlast-BUD LLC and Construction-TM LLC. Initially, Vlast-BUD offered to build the shelter for UAH 69.9 million, and Construction-TM offered to build it for UAH 65.1 million. The final offers were UAH 61.5 million and UAH 61.4 million, respectively. So on January 4, the customer published a notice of intent to conclude the contract, and on January 17, the document was signed.

Construction-TM LLC was registered in February 2019 in Dnipro. It is mainly engaged in the construction of residential and non-residential buildings. The company is owned by Yulia Beseda, a resident of Donetsk. Since its inception, the company has participated in public procurement 32 times and received 29 contracts totaling UAH 132.5 million.

In the fall, dozorro analysts found that Budinzhyring-TM LLC overestimated the price of construction materials in the estimate for the construction of a bomb shelter in the Vysokopil Lyceum.
