Antitrust authorities fined companies in the Odesa region for collusion in land auctions

The Board of the Southern Interregional Territorial Branch of the Antimonopoly Committee of Ukraine fined two agricultural enterprises in the Odesa region for collusion in auctions for the right to lease land.

This was reported by the press office of the territorial branch.

They noted that the farms in question are “Promin” and “Seliohlo-2014,” which competed in 28 auctions held between July 2024 and May 2025 by the Katlabuzh Village Council in the Izmail District of the Odesa region, the Kiliya City Council, and the Safyanivka Village Council of the Izmail District, Odesa Region, for the sale of lease rights to municipally owned agricultural land plots for commercial agricultural production.

“During the review of the case, the Division established a number of facts indicating coordinated conduct by the participants during their preparation for and participation in the auctions,” the AMCU stated.

As a result, each farm was fined 1 million 466.7 thousand hryvnias.

According to the YouControl service, the “Promin” farming enterprise was registered in 1997. The owner is Ivan Shiderev, a resident of the Bolhrad District. The “Seliohlo-2014” farm was registered in 2014. The owners are Dmytro Stoyanov, Maria Stoyanova, Ivan Stoyanov, and Lilia Mostova

Previously, the Antimonopoly Committee of Ukraine uncovered collusion between two participants in public procurement inOdesa—entrepreneur Oleksandr Meradji and Ukrsnab2014 LLC. 

The AMCU also uncovered two privatecompanies that colluded during tenders formajor repairs in the Odesa region. The private companies “ATRIY” and “YUZHSPETSTREYD” colluded during tenders for the insulation of a building’s facade in Tairove, the renovation of a clinic in Ryasnopol, the major renovation of a school grounds in Pivdenne, and the renovation of a sports field in Hradenytsi.The tenders took placeback in 2020. The companies were fined half a million hryvnias.

Collusion was also uncovered during the procurement ofcomponents for the Izmail Seaport in theOdesa region. The companies were fined over 2 million hryvnias.
